The Powers That Be are ancient forces that assist the side of good in Angel.Now they never actually spoke to him but had their own ways of communication. They told Angel messages through multiple techniques and always helped him when he most needed it.

One way in which they communicated was through visions, which first of all were seen by Doyle but then when he passed his gift was passed on to Cordelia.

Another method of their communications was The Oracles, a pair, one male and one female, who would give Angel prophecy-like advice. But never told him specifics or if his methods would work.

Through the Host was another method whereby Angel and the gang would find out their destiny by singing to Lorne, who would then tell them whats to come of their future.

Yet Another method which was shown a few times would be, they would send ghosts to talk to people and to get their message across.

Then Finally there were the Trials where Angel asked for Darla to be given a second chance and in return had to go through multiple Trials in order for this wish to be granted.
